Budget Analyst

This position is open to candidates within the local commuting area of the duty location of this announcement. This position is located within the Department of the Interior, Bureau of Ocean Energy Management (BOEM), the Office of the Director, Office of Budget and Program Coordination (OBPC), BOEM Budget Formulation Unit located in Sterling, VA. . At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
For all stages of the fiscal year program planning, formulation and justification activities that the incumbent is assigned to, he/she utilizes a good working knowledge of BOEM issues to coordinate, prepare, contribute to, and review preparation of various program planning documents and program analyses, and monitors objectives describing relationships between program, Bureau, or Departmental goals. Carries out the programmatic components of the Bureau involving the assessment of current budgetary resources measured against Departmental, administration, and congressional priorities. Performs analysis and reporting of high-level and execution-informed budget formulation and execution information and data to internal and external stakeholders. Participates or leads team efforts engaged in analyzing a program or project from several technical viewpoints. Performs analysis necessary to ensure consistency in the reporting of Bureau budget information. Prepares materials for program and budget hearings, as well as meetings with the Director's Office, Departmental Offices, OMB, and Congress. BOEM has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Range Information:
First time hires to the federal government typically start at the beginning salary in the range for their respective grade level. GS-12:
$86,335 - $112,240 GS-13:
$102,663 - $133,465 This vacancy may be used to fill additional positions as vacancies become available. Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series and grade to which you are applying. To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. 1) applies budget policies, procedures, and regulations to assist with budget formulation for an organization; 2) evaluates budget formulation documents for an organization to ensure consistency and accuracy; 3) collaborates with people at all levels both internal and external to the organization to accomplish goals and objectives; and 4) assists in budget execution data analysis to inform formulation activities. Must meet all. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
