This position is located in the Human Resources Division of the Bureau of Safety & Environmental Enforcement (BSEE) and serves as the Chief, Hiring Initiatives and Delegated Examining Unit Branch in Sterling, VA. As chief, you will be responsible for planning, directing, evaluating, and administering hiring reform initiatives mandated by the Office of Personnel management (OPM) and supervising the Delegated Examining Unit (DEU) which provides recruitment services for all client organizations, inside and outside BSEE. At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:
1. Supervises the Delegated Examining Unit which provides recruitment services for all client organizations, inside and outside BSEE. 2. Implements hiring reforms to ensure manager engagement in the recruiting and hiring of highly qualified employees. 3. Plans and develops staffing and recruitment processes and systems, day-to-day workforce planning processes, and use of competencies. 4. Provides a robust DEU activity capable of supporting a nationwide client base with approximately 2,800 employees nationwide made up of an exceptional variety of complex, highly technical occupations. 5. Responsible for planning, directing, evaluating, and administering hiring reform initiatives mandated by the Office of Personnel management (OPM). BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee. This vacancy may be used to fill additional positions as vacancies become available. Minimum Qualification Requirements:
To qualify for the GS-14 grade level applicants must have one year of specialized experience at, or equivalent to, the GS-13 grade level. Qualifying specialized experience is:
Performing recruitment services using competitive (delegated) examining and merit promotion procedures. Providing advisory services to HR staff and client managers in Federal Staffing to include Delegated Examining, Merit Promotion, and Hiring Reform Initiatives. Developing procedures for, and/or implementing, hiring reform initiatives for HR staff performing competitive examining, and Serving as the Lead (formal or informal) for a human resources operational function, policy area, or team of other HR staff. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
