Lead Program Coordinator

Serving as a Lead Program Coordinator you will:
Collect and coordinate National Park Service (NPS) roadway and bridge inventory and inspection data, crash data, and traffic volume data. Participate in the coordination of research, systems analysis, programming, and training activities within the EFLHD. Perform contracting officer's technical representatives (COTR) contract administration activities related to the development, implementation, and operation of the Geographic Information System (GIS). Coordinate statements of work, specifications, and evaluation criteria; evaluation and selection team processes; and benchmark/live-test-demonstrations of vendor hardware and software proposals. Develop and implement processes and procedures for the manipulation and analysis of data for programming, planning, and project development purposes. Responsible for the development, or assisting with the development of computer policies and justification of engineering software. Operate and manage Computer-Assisted Design and Drafting (CADD), GEO PAK Interactive Highway Design, 3D Design Visualization (DV), and Engineer's Estimating, Bidding, Award, and Construction System (EEBACS). Coordinate the planning, analysis, programming, program maintenance, and operational activities required for these software applications. Demonstrate new engineering computer technology to state departments of transportation, other Federal agencies, and foreign governments. Participate on the FLH multi division CADD users group, multi-division Interactive Highway Design Systems (IHDS) team, and on other national task teams. The ideal candidate for this position is a mid-career professional with a diverse background in Civil Engineering, including experience with 3D CADD, Design Visualization, and/or GIS. The candidate thrives in a team environment, while managing a multi-discipline team; is self-motivated; and an excellent communicator. For the GS-13:
On Experience, you must have at least one year of experience, equal or equivalent to the GS-12 grade level, which included:
Experience using engineering software programs, such as 3D Computer-Aided Design (CADD) software, Design Visualization and Geographic Information System (GIS); AND Experience coordinating engineering design services, feasibility studies and technical assistance in highway improvement projects, engineering constraints, and tight timelines. You cannot substitute education at this grade level; you must have experience. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
