Supervisory Interdisciplinary Economist or Petroleum Engineer
This position is located within the Department of the Interior, Bureau of Ocean Energy Management (BOEM), Office of Strategic Resources (OSR), Economics Division, located in Sterling, VA. At the full performance level (GS-15) the major duties of this position include, but are not limited to the following:
1) Supervises, through a subordinate professional staff, economic analyses on different aspects of the BOEM's program areas. 2) Initiates and plans research and development activities related to the analysis and evaluation of offshore oil and gas, minerals, and offshore renewable energy. Conducts and supervises studies to develop new analyses or modeling concepts both internally and through external contracts. Assures that the methodologies and models used for resource economic evaluation are consistent with, and conform to, new and amended laws, regulations, and policies. 3) Proposes, oversees, and directs the development of new policies and supporting economic analysis in decision and regulatory documents through sound and perceptive application of mineral economics knowledge consistent with Departmental and OMB requirements. 4) Directs the continuing development and refinement of Economics Division models for various analyses including, but not limited to:
lease sale analysis, modeling costs and benefits of offshore leasing, and economic contributions. 5) Coordinates with the Regions, senior management and the BOEM Division and Program Chiefs on offshore energy leasing issues. Facilitates dialog and coordination among BOEM offices to clarify overlapping and mutual responsibilities. Prepares or directs the preparation of briefing materials for the Assistant Secretary for Land and Minerals, BOEM Directorate, for appearances before Departmental officials, OMB, Congressional committees, and other groups dealing with the OCS Program. BOEM has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. This vacancy may be used to fill additional positions as vacancies become available. (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR- B. Combination of education and experience--college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Experience:
1) identifying and solving complex economic problems related to energy, mineral, environmental, resource economics or other economic policy analysis; 2) serving as a lead on a multidisciplinary team in the creation and development of economic evaluations or models related to energy, mineral, environmental, resource economics, or other economic policy analysis; 3) serving as a subject matter expert writing and presenting policy or decision documents and advising senior management officials in the area of energy, mineral, environmental, or resource economics or other economic policy analysis; and 4) gathering, analyzing, and evaluating information regarding organizational and management problems and processes.
