The Oceanographer Scientist position is located in the Bureau's of Ocean Energy Management's (BOEM) Office of Environmental Programs (OEP), Division of Environmental Studies, Branch of Physical & Chemical Sciences, in Sterling, VA. The incumbents serve as Bureau and Departmental senior advisors regarding the development and application of methods for scientific and statistical analysis of environmental impacts and as such provides authoritative scientific and technical advice and oversees coordination on physical science disciplines, such as physical oceanography (including marine acoustics), or ecosystems processes within the physical system. At the full performance level (GS-14) the major duties of this position include but are not limited to the following:
Serve as a senior advisor and expert in the areas of physical and chemical ocean and atmospheric sciences, including marine acoustics. Represent the Bureau or Department at national meetings. Serve as a Contracting Officer's Representative and Environmental Studies Program (ESP) representative for environmental studies. Provide advice and formulate Bureau policy options for Department and BOEM senior managers. Serve as BOEM liaison with other Federal agencies and state and local offices on issues concerning BOEM-funded science. Evaluate and comment on field office and headquarters environmental documents as assigned. This input includes addressing existing environmental information, e.g., physical and chemical oceanography (including marine acoustics), atmospheric physics and chemistry, to identify potential impacts. Prepare specialized scientific reports to be used by Department or BOEM managers for decision-making or testimony. BOEM has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Range Information:
GS-13:
$102,663 - $133,465 per annum. First time hires to the federal government typically start at the beginning salary in the range for their respective grade level. This vacancy may be used to fill additional positions as vacancies become available. In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below:
A. Degree:
Degree:
major study of at least 24 semester hours in oceanography or a related discipline such as physics, meteorology, geophysics, mathematics, chemistry, engineering, geology, or biology, plus 20 additional semester hours in any combination of oceanography, physics, geophysics, chemistry, mathematics, meteorology, computer science, and engineering sciences. OR B. Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education. Applicants who qualify on the basis of major study in biology or geology must have had at least 6 semester hours in the major directly concerned with marine science or 6 semester hours in oceanography; applicants who qualify on the basis of other physical sciences or engineering must have had differential and integral calculus and at least 6 semester hours in physics. (2) Specialized Experience To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated
Experience:
1) Planning, conducting and leading complex research activities in physical and/or chemical oceanography; and 2) Analyzing observational data or using computational resources to conduct or oversee numerical modeling experiment planning and associated results; and 3) Communicating and disseminating scientific research results and findings. Must meet All three. There is no substitution of education for experience at the GS-13 level. Oil spill trajectory modeling desired but not required. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
