This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, National Targeting Center - National Vetting Center in Sterling, VA. The work carried out in this position will help provide programmatic support to the director of the National Vetting Center (NVC) to develop, implement, and review policies and procedures to ensure privacy, civil rights, and civil liberties protections are appropriately incorporated into all NVC activities. This position starts at a salary of $142,701.00 (GS-15, Step 1) to $170,800.00 (GS-15, Step 10) with promotion potential to $170,800.00 (GS-15, Step 10). In this position you will become a key member of the National Vetting Center. Typical work assignments include:
Advising the NVC Director on changes and proposals to the NVC technologies and processes that may impact privacy, civil rights, or civil liberties protections. Evaluating and mitigating privacy, civil rights, and civil liberties risks associated with proposals and operational programs and completes appropriate compliance documentation required by the Privacy Act of 1974, the e-Government Act of 2002, or DHS policy. Serving as the liaison between the NVC and the interagency Privacy, Civil Rights, and Civil Liberties Working Group, updates the group on NVC activities and plans, and facilitates the group's access to informational briefings and review of strategic and operational documents. Managing and conducting audits to measure the effectiveness of privacy, civil rights, and civil liberties policies and protections in NVC activities and technology. Developing, facilitating, coordinating, and conducting external outreach activities on behalf of the NVC to Congress, media, and external stakeholder groups on matters pertaining to privacy, civil rights, and civil liberties.
Experience:
You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Mastery of privacy laws, policies and regulations. Mastery of civil rights and civil liberties protections in the U.S. Constitution. Demonstrating the ability to coordinate with DHS component/directorates, members of congress, privacy and civil rights advocacy community, and other federal agencies. Extensive skill in performing work that involves coordination, delivery, and services responding to legislative requirements. Demonstrating ability to review, conduct complex analysis, evaluations or investigations and providing guidance in support of various organizational programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 06/12/2020. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
