Personnel Security Specialist

This position is located within the Bureau of Safety and Environmental Enforcement (BSEE), Associate Director for Administration, Management Support Division, Personnel Security Branch and report to the Chief, Personnel Security Branch. The incumbent performs duties in support of the personnel security and suitability program as it relates to BSEE and client organizations' personnel and contractors. Major Duties/
Responsibilities:
1. Adjudicating National Security and Public Trust Investigations for clearance and or suitability determinations. 2. Makes initial determination as to scope of investigation required, considering such factors as sensitivity level of position, background information on individual, criteria for governing various classes of security clearances, etc. 3. Determines individual's eligibility for enter on duty (EOD) to appropriate parties using information obtained by checking records of the Defense Counterintelligence & Security Agency (DCSA) and other sources. 4. Serves as an initiator, data reviewer, and/or approver for low risk and Public Trust applications in e-QIP. Corresponds with applicants and sponsors/supervisors as needed in support of BSEE and client organizations. 5. Updates the Personnel Security System (PSS) database. Inputs, edits, and processes personnel security and suitability data and compiles, tracks and modifies the status of PSS files. Prepares summaries, collates and generates reports as required. 6. Prepares or distributes reports and correspondence regarding completed investigations and provides documentation for employee Official Personnel Folders, including certificates for Public Trust positions. 7. Makes credentialing determinations for the issuance of HSPD-12 compliant PIV badges and other Departmental policies. Salary Information:
GS-9:
$59,534 - $77,396 per year; GS-11:
$72,030 - $93,638 per year; GS-12:
$86,335 - $112,240 per year. First time hires to the Federal government normally start at the lower salary range of the grade level. BSEE has determined that the duties of this position are suitable for telework only during an emergency or natural disaster. Experience:
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience for the GS-09 is defined as:
Applying basic personnel security regulations, national security, industry security guidelines and standards in order to assist more senior Personnel Specialists in administering personnel security programs. Making security clearance adjudications, suitability determinations. Researching and investigating customer inquiries involving personnel security questions regarding suitability and all national security questions as they relate to issuing and passing clearances and credentialing determinations. Specialized Experience for the GS-11 is defined as:
Applying personnel security policy, procedures, techniques, equipment and methods to identify and report conflicts in procedural issues. Assist in making security clearance adjudications, suitability determinations and recommendations; Determine eligibility for access to classified or sensitive information and granting personnel security clearances/accesses in the presence of minor derogatory information. Respond to questions and inquiries involving personnel security as they relate to both national security, suitability and credentialing determinations. Specialized Experience at the GS-12 is defined as:
Performing work in a personnel security office/program/team adjudicating all designations of pre-employment, national security and suitability cases. Preparing all forms of written documentation associated with determinations for review and approval. Has directly related experience in the initiation and review of background investigation forms, using automated personnel security programs/systems daily for input, output analysis and correction of adjudication actions. Experience with Homeland Security Presidential Directive - 12 (HSPD-12) Smart Card or issuance of Smart Card Credential processes and systems. Substitution of Education for Experience (GS-09):
Two full years of progressively higher-level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. Substitution of Education for Experience (GS-11):
Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. There is no substitution of education for the GS-12 grade level. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
