_Requirements:_
U.S. citizen with TS/SCI clearance accompanied by polygraph
Experience and Education Requirements: Bachelors degree or higher. Three years of experience working in the Intelligence Community (IC), with three or more years of technical experience working in IC or DoD financial management, including experience with the financial management systems of multiple IC elements. Demonstrated experience with budget formulation, analysis, and evaluation of execution, including demonstrated knowledge of non-DoD Federal agency financial management and budget execution. Demonstrated ability to analyze financial data, spot variances from expected norms, and initiate or coordinate actions to correct errors or support the reprogramming of funds. Demonstrated knowledge and experience in supporting cybersecurity and cyber intelligence missions, including the budget and programmatic structure of the Comprehensive National Cybersecurity Initiative (CNCI). Demonstrated familiarity with reports and formats used in financial reporting to OMB and Congressional authorization, appropriation, and oversight bodies. Requires outstanding interpersonal and customer service skills, including the ability to work effectively independently, or as a member of a team in a collaborative environment. Demonstrated ability to produce timely, logical, and concise products that require little or no editing. Strong collaborative skills, with an ability to work with senior officials, to build and sustain professional networks in a diverse, fast-paced environment. Demonstrated flexibility, with an ability to perform a range of tasks and work with many different offices and organizations across the IC. Requires a work history of initiative and innovation, showing an ability to develop new ideas and communicate those ideas effectively to others. Strong oral and written communication skills. Produce deliverables in standard Microsoft Office formats such as Excel, Word, and Powerpoint, as well as in electronic and softcopy and web-enabled formats. Strong organizational skills with an ability to prioritize multiple taskingsand manage workloads.
Qualifications: Demonstrated experience with legislative and IC policy and processes, and with international bodies and processes that pertain to cybersecurity and standards issues. Demonstrated knowledge of cybersecurity issues and the capabilities, current missions, and equities of the IC. Demonstrated knowledge of the Director of National Intelligence's authorities and responsibilities.
Duties:
Duties may include, but are not limited to:
Supports resource management and assists with a significant Federal program - the CNCI - and provides support to the Office of the Director of National Intelligence and external audiences, including the White House and Congress, on a range of national-level cyber intelligence and cybersecurity programs. Supports budget formulation, analyzes budgetary execution, identifies anomalies or problems, and generates reporting tailored to audiences ranging from program managers to high-level policymakers for review and approval. Processes large volumes of complex data rapidly and accurately and translates highly technical and programmatic data into actionable reporting for senior and non-technical audiences.
