(IIS) - Government Cyber Solutions (GCS) has an immediate opening a Senior Cyber Engineer to provide technical support to the Government Cyber Solutions sub-mission area . The candidate should be a self-starter, creative, exhibit excellent written and verbal communication skills, take initiative within a dynamic environment and balance solution strategies with market trends and requirements. In support of GCS' strategic direction, Raytheon is looking for individuals to provide technical guidance on multiple cyber security development projects, in parallel, that require rapid/agile development processes to build and deploy capabilities used in the defense of critical networks. The successful candidate will have relevant experience as technical lead for a large (100 ), diverse technical team with focus in the following areas: Network Architecture, Network Defense, Defensive Cyber Operations (DCO), Offensive Cyber Operations (OCO), formal software development, and COTS Integration. Providing Technical Direction to Capture and Proposal teams; Leading Technical meetings with vendors, sub-contractors, and teammates; and Establishing and maintaining effective Technical discourse across the GCS organization. Some travel will be required Responsibilities include: Provide technical direction for the development, engineering, interfaces, integration and testing of system components Works in conjunction with Program Manager and IPT Leads to size proposed changes, manage scope and risk, and to identify opportunities Ensures creative and innovative business and technology solutions to meet and/or perform to technical and functional requirements Identifies project technical risks; formulates risk mitigation strategies Ensures delivered solutions are realized in time frame committed Analyze user requirements, CONOPS and high-level system architectures to derive, develop and decompose system-level specifications Provide internal and external customers with technical designs and support to system acquisition specifications, design, proof-of-concept prototyping, development and evaluation of management information and decision support systems Conduct trade studies, to determine possible system (hardware, software, architecture) improvements Be cognizant of system components and technologies to advise customers on obsolescence, improvements in maintainability, increased automation increased efficiencies and/or lower cost solutions centered around Total Cost of Ownership (TCO) Plan and/or support enhancement projects through requirements definition, implementation, development, operations, performance, testing, cost and schedule, training and support, and/or system disposal Ensure implementation of operational view, technical standards view, and system and services view for architectures using applicable standards (e.g., DODAF, FEAF) Guide development of technical documentation, including CONOPS, user guides, test plans, and other CDRL items Designing and implementing an environment that leverages the latest in IA technologies to protect the network from intrusion and malware Incorporate all security disciplines, recommend and develop requirements, specifications, designs, and procedures to satisfy program security policy and planning guidance Prepare, write, and present reports and briefings as required Required Skills: Must have 12 years of professional experience. Science, Information Assurance, Cyber Security, Computer Engineering, Computer Information Systems, Computer Systems Engineering or equivalent combination of education and experience. Active Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance required U.S. Citizenship required Demonstrated experience in cyber security to include practices/methodologies, associated technologies, application design, and/or experience in an operational environment Strong understanding of security design and architecture Applies knowledge of current IA policies, to include structures, roles major organizations, to identify and correct shortcomings in the structure Solid design and architecture skills - ability to identify integrated solutions across Raytheon and 3 rd Party Products/Capabilities Excellent oral and written communication skills at all levels including public presentation Lead internal, vendor and customer engagements, captures and meetings Demonstrated knowledge of tools, products and processes associated with Defensive Cyber Operations and Cyber Emergency Response Teams Demonstrated ability to work independently; a highly motivated self-starter Ability to operate independently within the constraints of established processes, procedures, and business direction Demonstrated, working knowledge of cyber, cyber operations and cyber analysis systems Knowledge of LANS, VPNs, Routers, firewalls, Understanding of security technologies and concepts, experience in design and implementation of secure network solutions Extensive experience with system and security design and architecture Knowledge of Information Assurance and Information Operations technologies and development activities Must have a CISSP Desired Skills: Understanding of the processes and guidelines for Certifying and Accrediting (ICD 503/DITSCAP/DIACAP/DCID 6/3) information systems based upon experience on a large-scale development program. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
